i think that each of the 50 states should consider a STATE ID card with at least the following properties:

1. driver's license

2.voter's registration/country of citizenship if not a citizen - (this would require presenting a notarized birth certificate or passport!)

3.hunting/fishing license

4.CCW license

5.physical disabilties/medication needs/bloodtype/allergies to substances

6.organ donor card

7.DNR order for hospitals/EMTs information and/or living will.

8.religious preference, if desired

9.next-of-kin info.

10. law enforcement ID, if any

11.any other data the holder wishes!

such a system could be phased in over a 4-year period when you re-new your drivers license AT LOW COST. it would clean a bunch of junk out of wallets, stop a LOT of voter fraud & SAVE MANY LIVES!

FYI: my BANK tells me that my CHECKCARD could do all of this, and 53 OTHER things that they currently don't have a use for---so i know the DMV could do the same at least. BTW, the VASP already have a card reader in their patrol cars.
