I've seen the "I wish I had a defining moment" quotes that the conservative pundits have been using, and they were taken out of context of what Clinton was saying. Paraphrased, what he actually said was that he wishes he were still president, since he likes the power and perks that go with the office. He has actually said his greatest achievement was fighting back the Contract With America in '94-'95.

And the various terrorist attacks committed under Clinton's watch are vastly different from the WTC tragedy. Different kinds of retaliation are called for when it comes to attacks on our embassies and on foreign soil versus mass destruction on our home soil. The '93 WTC incident was the fist incident that Osama bin Laden was responsible for, and at the time, it was appropriate to pursue him as a criminal instead of declaring war.

Maybe Bush can make a legacy for himself by defeating terrorism, but he's got a long way to go to eclipse all the other things that Clinton did for the country IMO.
