Ted Maher -- former Special Forces; Neonatal Intensive Care nurse
American Green Beret veteran and accomplished neonatal nurse Ted Maher has now been held 537 days without trial in Monaco's prison on trumped-up and false charges -- charges of causing the deaths of billionaire banker Edmond Safra and Ted's fellow nurse, Vivian Torrente on December 3, 1999. In truth, Ted fought valiantly against two armed, masked intruders to defend Edmond and Vivian and save their lives. During the struggle, Ted suffered severe knife wounds that required one hundred staples to close.
Billionaire banker Edmond Safra was cooperating with the FBI, who was investigating the IMF/Russian loans. Needing a convenient scapegoat for the murder of Safra, Monaco police subjected Ted to three days of grueling torture designed to extort a false confession from him. (see description in "BASIC TIMELINE" in Thread 1 - http://206.112.97.70/forum/a3ad8b097272d.htm ).
Monaco continues to hold Ted incommunicado, preventing him from sending or receiving mail. In fact, they restrict his communication with his family to one telephone call a week. This call is only allowed to last a few minutes and is always monitored closely to prevent any discussion of the case. Ted is forced by his jailers to take a psychotropic medication and is regularly "interrogated" by the Monaco judge -- Patricia Richet. Reports have been received that Judge Richet is a violent person who has displayed unstable behavior in the past. She allegedly has a history of assaulting a fellow judge, putting him in the hospital for a week. She also tears up letters from Ted's children in front of Ted rather than let him read them.
Hundreds of family, friends, work associates, parents of patients, and Army veterans who served with Ted have vouched for him as being a loyal husband, loving father, and an exemplary professional of great skill and compassion. Ted has also been defended by then-chairman of the House International Relations Committee Ben Gilman and Ted's congresswoman Sue Kelly, who have written Prince Rainier III of Monaco on Ted's behalf. Monaco has no evidence of any crime by Ted; they have no witnesses and no credible case against him. Even worse, Monaco has planted false evidence and suppressed vast amounts of exculpatory evidence -- even passing a special Monaco law that enables them to hold Ted four years without trial.
The Geneva prosecutor has said that Safra was killed for his cooperation with the FBI regarding the laundering through Safra's Republic National Bank of $4.8 billion in IMF loans to Russia.
Regardless of the reason "why," it is obvious that Ted Maher is a scapegoat for a murder by others. We are working to obtain his release and to correct the grave injustice being done to an American Green beret veteran and medical professional.
Ted Maher -- a giver of life, not a taker -- needs our help.

TED MAHER--American Green Beret Veteran is Monaco's Hostage 764 days without trial.
December 3, 1999, billionaire banker Edmond Safra died in his Monaco penthouse of asphyxiation from a fire. Safra's nurse Ted Maher said two masked intruders invaded the penthouse, knifing him. Ted said calls to police went unanswered so he held a lit candle to the smoke detector to summon the fire department. That alarm went in at 4:54 am--yet police did not "discover" Safra's body until 7:45 am (nearly three hours later).
Monaco police seized Ted Maher, put him in four-point restraint, catheterized, sleep-deprived, beaten for three days. On the first night the widow Lily flew Ted's wife Heidi over to Monaco from New York, where the Monaco police snatched Heidi off the sidewalk, kept her under surveillance in a hotel room, stole her U.S. passport, played for her tape recordings of Ted and her three young children's voices. Monaco police then used her passport to convince Ted that they would strip search and torture and detain Heidi indefinitely unless he signed their prepared, typed false confession in French which Ted does not read, write or speak. For good measure, Monaco police produced photos of the three young children taken in the rural setting of the Maher's Stormville, New York home.
After three days of this, the Green Beret veteran signed.
That was 764 days ago. Monaco has prevented Ted from writing or speaking of the case to anyone but his two Monaco-appointed shill-lawyers Georges Blot and Donald Manasse. Ted receives virtually no mail and has only one brief heavily-monitored phone call a week to Heidi and the children.
After two years there is no trial scheduled, only another in an endless series of vague projected trial scenarios. Rather moot as the judge d'instruction (investigating magistrate) Patricia Richet has left Monaco for Paris and there is currently no judge.
The case is brimful of libelous scapegoating and suppressed exculpatory evidence. Ben Gilman and Sue Kelly wrote Prince Rainier III on Ted's behalf and months later (after a follow-up by Kelly) received a blanket denial of wrongdoing from Monaco's director of juridical services Patrice Davost.
Kelly wrote Colin Powell on Ted's behalf November 13, 2001 and has to date received no reply.
Michael Griffith, the internationally acclaimed lawyer from the case dramatized in the film Midnight Express, wrote the U.S. Consulate (Martha Melzow) in Marseilles a letter of protest regarding the kidnapping and passport theft perpetrated against Heidi Maher by Monaco.
Sue Kelly and her staff contact person Phyllis Coleman have worked to get our State Department to at the very least simply VISIT Ted once a month--which they have grudgingly done.
Ted's legal representation is a sham; his welfare is virtually ignored by the State Department.
His case has been followed by Dominick Dunne--and Heidi can provide contact information for him--and was the subject of the hour-long DatelineNBC November 21, 2000 "Who Killed the Billionaire?"
Henry Kissinger at the time called Safra's death a "cold, vindictive act". The Geneva, Switzerland chief prosecutor said Safra was killed for cooperating with the FBI regarding the laundering through his Republic Bank of $4.8 billion in IMF loans to Russia. Ann Williamson author of Contagion emailed me she knew Ted was a scapegoat from the very first.
So we have an American now about 43, Ted Maher, who was an accomplished neonatal nurse at Columbia-Presbyterian, who was recommended for a job on Safra's staff by a close Safra friend Laura Slatkin in July, 1999. He was pencilled into the schedule at the last minute that night, and after the widow (who else?) disconnected the burglar alarm (July 1, 1999 per the fire report), and sent the Mossad-trained security team away (per Israeli journalist Boaz Bismuth to NBC's Sara James), the intruders come, slash Ted, set the fire, and the whole Monaco apparatus conspires to scapegoat Ted.

The investigating magistrate (judge d'instruction) Patricia Ricet was said by Profonde Gorge to have left her last job in Paris when someone took a shot at her. Profonde Gorge said she was named to an unprecedented reappointment to her three-year term in Monaco recently because she was "obedient to the police"--
Why then did she blow Monaco for Paris again, leaving the case without a judge?

There is currently no Judge on Ted's case. Judge Richet left without any explanation on December 12, 2001, after being reappointed another three years last summer. Judge Richet did not close Ted's file. This means, the oncoming Judge will have to start from the beginning, starting new investigations as seemed fit. This could take several more years. Now is the time to pressure Monaco, since there is no one on Ted's case.
France is angered over the upcoming trial of Zacarias Moussaouis.
In an interview with NEWSWEEK, Aicha Moussaoui (mother of Zacarias) said she knew nothing about her son’s alleged involvement with Al Qaeda and had not seen him since 1997. She also said she is “devastated” by his indictment. “I don't trust American justice,” she said. “They find somebody and then they charge him with anything. It is just like he wrote in his letter—they make up proofs.”
Don't trust American Justice? What goes around-comes around.
Now is the time to play hardball. The United States need to show they CARE about Ted. Two years is a long time to be kept isolated, away from any communication. It is inhumane. The average person is unable to be in solitary confinement. Ted has been in it since December 1999. Does Washington realize Ted has been strip-searched many times for no given reason? His cell ransacked and personal letters taken for no given reason? How many more years of this is Ted supposed to take? The psychological damage is already there.
Ted has been told to "confess" to "part of that night" as a deal. I believe this is a trap. By Ted confessing to the court, he is heading for life imprisonment. Ted feels pressured, hoping for a deal, since "The government obviously doesn't give a damn about me." Is that a quote that the government wants to see in print? Prove Ted wrong by demanding the release of Ted now. Monaco has up to 4 years to hold Ted without a trial. That leaves us two more years; a total of 5 Christmases without a dad. Five years of the children growing up without their dad. Our youngest daughter does not even know her dad. She was just two when Ted left. She will be five soon.
I have yet to receive any confirmation of a meeting with Rep Sue Kelly from the Fishkill, NY office. I faxed a request, as requested by O'Keefe, after being told I am a "liar." Any further requests will be sent to Washington, as I have been trying to schedule a meeting since August 2001. I will email a copy of my schedule next week to coordinate some times with Rep Sue Kelly.
I hope none of you have to endure the pain, depression and loss that we have. Everyday is 24 hours of pain. Twenty four hours of Ted being kept from his children. Our lives will never be the same.

Your writing Prince Rainier III (with then-House International Relations Committee Chairman Ben Gilman) was a much-needed prod. The very-tardy response of Monaco director of juridical services Patrice Davost was a lie. As you well know, TED MAHER was forced into four-point restraint, deprived of sleep and beaten for three days, his wife kidnapped and her passport stolen, and vile threats made on her and their three children. Thus did Monaco extort Ted's signature on their prepared false confession--in French, which he does not read, write or speak.
Your letter to Secretary of State Colin Powell of November 13, 2001 was a good first effort in that direction which should be followed up. Now-chairman of HIRC Henry Hyde should be notified of Ted's plight; his innate sense of justice will make him a powerful advocate on Ted's behalf.
Please initiate entreaties to President Bush to intervene on Ted's behalf, just as the intervention of then-President Clinton with Russian President Vladimir Putin helped free Ed Pope.
The H. Con. Res. 444-106 of Rep. John Peterson on behalf of Ed Pope might serve as an outline for a similar effort on behalf of Ted Maher.
There is a further outrage in this already outrageous miscarriage of justice, and that is the sudden, unexplained departure of investigating magistrate (judge d'instruction) Patricia Richet. This must not be allowed as an excuse for Monaco to keep our innocent fellow American Ted Maher yet another two years while it continues its charade of "investigating".
Please waste no time in pursuing all avenues to mobilize our government to come to the aid of one our own. This act of state-sponsored terror is vile and cowardly and demands setting right.
