I think you missed my point, but moving on....regarding abuses at the diocesan level, perhaps the pope subscribes to the principle of subsidiarity.

You would think that after twenty-five years he would see that subsidiarity isn't working, that millions of people are losing the faith because of it. But in truth, I don't buy this argument. After all, he keeps appointing these bad prelates--they are his doing. How many decades does it take for a pope to figure out he needs to take more care to appoint men who are devout and learned and free of sexual hang-ups?
