The answer to your question: Because, foreknowledge is not the same as ACTION, Rn. When he foreknew it, it HAD NOT HAPPENED YET.
The predestining is the step that makes it happen. What God saw as a vision, he implemented in the predestining.
This is what the word means in Rom 8!

That is why the reading forordaination is incorrect for Rom.8 it is redundent You would rather have the Scripture not make any sense then for TULIP to be wrong!
