The answer to your question: Because, foreknowledge is not the same as ACTION, Rn. When he foreknew it, it HAD NOT HAPPENED YET.

The predestining is the step that makes it happen. What God saw as a vision, he implemented in the predestining.

What did God see in a vision; did He observe the "future" or did He create the "future?"
