Agreed. But the pope has great temporal power. For example, suppose a seminary has an openly gay club. Close the whole place down, and then rebuild it from scratch. Remove the supervisors from any future leadership positions.
That sort of thing would send a powerful message.
Oh, and I’m not picking on popes particularly here. Most bosses prefer to kick the can down the road rather than make the tough decisions.

Yes. I am sorry to admit I don’t know finer details of Canon Law or Church Government.
Benedict probably was too soft, too academic, too old, too respectful of positions and titles that he should not be.
This job is both pope, and a politician.
certainly I imagine it was within his power “somewhere” to drop a bomb, send a message, and take a stand, even it wasn’t an absolute fix.
