In my observations of our Pope and his communications with the Church he seems to use a strategy of vagary.
Frances seems to leave room in his writings to allow interpretation of his meaning that permits the Liberals in the Church to see that the Catholic Church is now open to long sought reforms such as Homosexual Marriage.
Yet there is also away to read his writing as within the norms of Catholic doctrine.
