Cardinal Müller told NcRegister.com (April 6) that there was “no need” for Praedicate Evangelium, and that most scandals that precipitated a Curia reform related to the "secular organs of Vatican State," not to the Congregations.
The possibility to head dicasteries by lay-people implies for him a transformation of the Curia from an ecclesial entity to "a worldly administrative apparatus.”
Müller cannot see a "central theological idea" in the order of the new dicasteries where the Congregation for the Doctrine of the Faith is ranked after the Secretariat of State and the Dicastery for Evangelisation.
He says, Paul VI made a “serious mistake” when he placed the Secretariat of State above the CDF, "At some point, the proper order must be re-established.”
