If so, How and When does a persons name become listed there?

How and When does a persons name become 'blotted out'?
Exodus 32:33
But the Lord said to Moses, “Whoever has sinned against me, I will blot out of my book.
Revelation 3:5
He that overcometh, the same shall be clothed in white raiment; and I will not blot out his name out of the book of life, but I will confess his name before my Father, and before his angels.
I truly cannot see how OSAS can stand up against the Scriptures, that the angel had John to record for eternity, here.
