All Catholics are “born again” when they are baptized.

To add to your comment, being “in the state of Grace” is roughly equivalent to being “born again”.

However, one must be in the state of Grace to enter heaven.

All Catholics believe they are born again at Baptism, but nowhere in Scripture is Baptism a part of salvation.

EXTRA CREDIT;

Why was Jesus baptized ?

Nope. Born again means to be "born from above". It's when the Holy Spirit resides in you after repentance and trusting in the work of the cross alone for salvation. Infant baptism does nothing but gets the baby's forehead wet.
