The only way these prelates can act this way is that they don't believe in their hearts their Apostolate or the Faith they have been entrusted with.

Catholics who have a comprehensive understanding of the history of the Church and its doctrines and dogmas KNOW (even if they do not profess it publicly) that the entity universally known as the Catholic Church IS NO LONGER CATHOLIC in any meaningful sense. Since that is true, millions of people the world over who believe they are Catholics are actually Protestants because their parish churches no longer teach, govern, and sanctify the faithful in accordance with the truths of the faith!
