Going further, though, the Bible clearly states that Jesus returns to earth at the end of the tribulations and reigns on earth.

And THEN what happens?

“And they lived and reigned with Christ for a thousand years . . . blessed and holy is he who has part in the first resurrection. Over such the second death has no power, but they shall be priests of God and of Christ, and shall reign with Him a thousand years”

Not sure of your point. Believers will come before the Judgment seat of Christ after the Tribulation. As your post said they will reign with Christ for a thousand years. Then there will be the Great White Throne judgment of unbelievers. The GWT judgment will not be in heaven or on earth. The Bible doesn’t specify where the GWT is located, only where it isn’t (both heaven and earth fled away from it). When the unrighteous are disposed of the New Jerusalem comes down to earth from Heaven. With an area of 1,960,000 square miles, that leaves a lot of room for the redeemed who will live there, no doubt in the “many mansions” Jesus spoke about.
