The Restrainer IS the Holy Spirit of GOD. While the Body of Christ is being built He, The Holy Spirit is restraining the 'all signs and lying wonders' which the lawless one will use to deceive ISRAEL and the world.
In every generation satan has a man ready to be empowered by all signs and lying wonders. God's Holy Spirit is restraining that assault so that the fragile Body of Christ Believers collectively are protected from the deception.
When GOD removes the Body of Christ Believers since the Day of Pentecost preaching by Peter, THEN the lawless one will no longer be restrained from using 'all signs and lying wonders' to deceive humanity, the humanity remaining behind after GOD Departs the Body of Believers.
The Great Departure will happen in this way: FIRST The Lord Himself shall come from the Third Heaven Throne Room to the first heaven that has the atmosphere and with a SHOUT He will raise the died in Christ Believers into resurrection bodies fit for eternity with the Lord.
Next the command to transform those who are alive and remain of the Body of Christ Believers, THAT voice of the Archangel will cause the alive remaining to stand apart from the world we now sense, In Resurrection bodies no longer restrained to the world we now sense. Steps one and two are The Apostasia, the standing apart from this world where satan is commanding.
Lastly the Trumpet of 'head them up and move them out' will sound and the resurrection beings who have been made to stand apart from this world will be caught up into the clouds to meet the Lord in the air and return with HIM to The Father's House where He, Jesus, has been preparing a place for us to dwell during the years until He returns to the Mount of Olives touchdown He did not do when He came in the Air to gather us unto Himself.
