"The payment of 20 thousand rubles over a year and a half is a significant help, especially for pregnant women in a crisis situation. I am sure many will decide in favor of maintaining the pregnancy, realizing that they will be provided for within 18 months. We hope that the measure will not be implemented at the expense of maternity capital", Maria Studenikina commented on this initiative to the agency.

Agreed, although in the case of unwed mothers, I think it would be best to subsidize them throughout the pregnancy and place the child with a stable married couple at birth, and incentivize the adoption. Leave the mother the choice of keeping the child, but paying back any subsidies received after the baby is born or until she is married.
Otherwise, this becomes an incentive for single motherhood and (as we've seen in the US) women will continue to have kids as sources of additional revenue.
