The chapter starts with 5 And there were dwelling at Jerusalem Jews, devout men, out of every nation under heaven -- out of every nation

It carries on and says they are 9 Parthians, and Medes, and Elamites, and the dwellers in Mesopotamia, and in Judæa, and Cappadocia, in Pontus, and Asia, 10 Phrygia, and Pamphylia, in Egypt, and in the parts of Libya about Cyrene, and strangers of Rome, Jews and proselytes

Did you read the "it carries on and says" latter part of the post?

That is exactly the same as my post #25

you see the “Jews and proselytes”?

The dictionary definition is

Proselyte: a person who has converted from one opinion, religion, or party to another.

These were gentile converts to Judaism. So Acts 2 was ALSO spoken to gentiles

It is clear in the Douay-Rheims that
[5] Now there were dwelling at Jerusalem, Jews, devout men, out of every nation under heaven.[11] Jews also, and proselytes

And the KJV
5 And there were dwelling at Jerusalem Jews, devout men, out of every nation under heaven.
10 Phrygia, and Pamphylia, in Egypt, and in the parts of Libya about Cyrene, and strangers of Rome, Jews and proselytes,

It is clear that these were people "out of every nation" -- is there in the earliest translations

You can also check

a. the Latin Erant autem in Jerusalem habitantes Judæi, viri religiosi ex omni natione, quæ sub cælo est. -- "out of every nation"

Judæi quoque, et Proselyti,And Greek 5. ησαν δε εν ιερουσαλημ κατοικουντες ιουδαιοι ανδρες ευλαβεις απο παντος εθνους των υπο τον ουρανον -- the "απο παντος εθνους των υπο τον ουρανον" is from all nations under heaven

And 10. ρωμαιοι ιουδαιοι τε και προσηλυτοι --> Jews and converts
