Some things are missing. The tower was a symbol of Nimrods greatness. He wanted to be adored and feared and obeyed. The second, and most sinister, is the lack of faith in God to not flood the world again. He also did NOT want to spread out the earth and populate it. This spurred Nimrods intellect to devise building materials and construction to never again be under outside interference from God.

and let us make a name, lest we be scattered abroad upon the face of the whole earth.”
But God did scatter them abroad and divided them through language impediments to accomplish what Nimrod sought to avert in vain.
