The risk of touching the tongue and passing the saliva on to others is obviously a danger however the chance of touching someones hand is equally probable and ones hands have a greater exposure to germs.

Wrong, as usual. Hands "do" have a greater exposure to germs, but the danger of touching the hand in communion "in the hand" is nowhere close to that of communion "on the tongue". There is a reason that sane bishops are restricting "on-the-tongue".
