Although I wonder, maybe he is just referring to the Cardinaliate as adulterers for calling a faux conclave in March of 2013, in violation of Canon 359, because they had no authority to do so while the See was still occupied? The analogy works, because they abandoned their true pope, ran off with a fake pope, and they continue their sordid affair to this day, every one of them in silence.

It’s not his papacy in the sense that he is not the one who created the office, and he doesn’t create the standard by which it is to be judged.
This is a basic application of the second rule of Tyconius, (St. Augustine, On Christian Doctrine, Book III, chapter 32) of the Bipartite Body of Christ. In the Church on earth one can find both tares and weeds. Chrysostom is of the opinion that the majority of Bishops are on the High Way to Hell, but they are still Bishops and God can even work through Bishops.
Pope Francis is Pope, no doubt, but he is no more the Platonic ideal of Pope than Stalin is the Platonic ideal of an Orthodox Seminarian or Hitler the ideal of an altar boy. Good things can be said about Hitler, good things can be said about Pope Francis. He isn’t all bad. Who am I to judge?
BTW—it is his Papacy in the sense that he will have to answer for the decisions he made directly and indirectly.
