Rules for what? Are you unable to grasp the simplicity JESUS instituted, the method uses simple bread and wine, the remembrance can be done by any Believer, for believers with believers, and He even told you 'where two or more are gathered in my name there am I in the midst of you'. There is no formality required, just faith in Him. There are no priests required because He did not instituted the Remembrance with a priesthood but with His closest friends.

Galatians 4: 8 Formerly, when you did not know God, you were enslaved to those that by nature are not gods. 9 But now that you have come to know God, or rather to be known by God, how can you turn back again to the weak and worthless elementary principles of the world, whose slaves you want to be once more? 10 You observe days and months and seasons and years! 11I am afraid I may have labored over you in vain.
