Tragically, right now no one else on Earth probably has more experience restoring damaged or destroyed churches from that era. They’ve just spent more than a decade restoring churches destroyed during the Bolshevik era.

The Russians are great at restoration and have done incredible jobs on their own churches that were destroyed under communism or during WWII. The Orthodox and the rest of Russia universally despise pro-communist, pro-Islamist Francis, so this is a very generous gesture. (They loved BXVI though.)
