The U.S. Conference of Catholic Bishops (USCCB) intended to vote on two measures responding to the ongoing sex abuse crisis in its annual fall meeting, which concluded in Baltimore on Wednesday.
A last-minute intervention, however, from the Vaticans Congregation for Bishops instructed the USCCB to stand down and to await a meeting of global episcopal conference leadership convoked by Pope Francis for February.
The Vaticans direct intervention into the bishops governance would seem to undermine the Holy Sees prime pillar of legal defense when charged with negligence in dealing with sex abuse, namely, the relative independence of Catholic dioceses from Vatican oversight.

This is good news if it gets Bergoglio’s cheeks between both hands of the US Attorney General, to wake.him.up.
Turn loose the Attorney Generals and let them chase RICO, wherever it applies, perhaps checking every diocese, and we will soon see the USCCB reverse the hem of their robes in a more cooperative direction.
Going broke and becoming smaller, and more faithful, was perhaps prophetic, when Pope Benedict mentioned just such a consequence.
It doesnt matter. It was an official action by the Vatican state, officially communicated through the nuncio (basically, Vatican consul) and even if it was not written by Francis, it was approved by him as head of state. It was supposedly the product of the congregation of bishops, an official body that communicates the Popes policies to the bishops.
I think Francis hubris may be his undoing at last. This could bankrupt the entire Vatican and force him to flee.
Archbishop Carlo Viganò has been all but nailing a new 95 Thesis on the All Saints door. The Catholic church needs more leaders like him.
It won’t make any difference “who” made the decision. The precedent regarding operational authority and accountability has been set. Archdioceses in the US follow the operational direction of the Vatican.

Even so, passing the buck won’t fly, nor change the facts.
Only the Pope could dare blow up the United States Conference of Catholic Bishops, in the dark of night, and only hours before the Fall Meeting was gaveled open.
Shocking behavior by anyone, but the Pope signed off on such a dirty trick. No one would dare send such a brutal cease and desist cable without the pope’s signature and ring.
This arrogance blew up in his face. The US Attorney General’s office will not be inclined to play small ball with a bully. And, they should not.
