This happened the last time around. Frank Keating resigned from the 'investigation' of abuse because the U.S. bishops would not cooperate. Keating is a man of impeccable character, former FBI and Governor of Oklahoma.
Frankie will not even meet with the head of the USCCB, who requested a meeting with him so that they could launch a coordinated investigation. The big stalling point with all investigations is the Vatican, which will either not let them go ahead or simply wont release the information it holds.
The problem with the Church isnt the Church; its the Vatican, which is a state and acts exactly like the medieval/banana republic state that it is.
