What authority does a bishop emeritus have to turn Catholic churches into mosques? Recently German Bishops decided that the eucharist wasn't really a sacrament and should be given freely to anyone who wanted it and the Pope said "it's up to you guys, I don't have an opinion". So yeah, if you are a bishop and you want to do something profane and profoundly damaging to the church, this Pope will have your back.
