So, If God forgives a sin, there is some residual payment or debt that a man is required to pay? And that works out to be a money gift or something else of human value to some other human(s)?

According to Catholicism. How convenient that money paid to the church can help gain forgiveness for sin.

Making things right between people is not the same as how God deals with us.

Our relationship with people is restored and healed with forgiveness and restitution.

With God our relationship with Him is restored simply with confession and accepting Christ.

Where is the official interpretation of Scripture, the whole Bible, that it made by the Roam Catholic church for people to understand THEIR interprertation of Scripture?

So paying the church relieves temporal consequence for sin?

i wonder if the court system knows that it would help keep people out of jail.

Incorrect.

The Catholic church does not own anyone and their claim to ownership of someone baptized against their will as an infant is a bogus power grab.

They haven't ever seen the need since everyone is commanded to obey whatever the Magisterium deems is "of the faith" (de fide). Plus...there are disagreements within the various authorities over the years as to what passages are literal and which are figurative/allegorical. The oft-changed Catechism is the best they can do.
