Nothing happened, this woman was not abused. All young men have incredibly powerful sexual urges. This guy almost succumbed but didn’t. This is not a news story. We must insist that all people are held to the same standards. Do not allow the media to hold Christians to a higher standard than others.

Seems it was more the 17 year old girl who was forced to ‘succumb’ to him:
“Last month, Savage told his congregation the story that launched an investigation at Highpoint as well as Savage’s leave of absence. In 1998, Savage was a 22-year-old youth pastor in Texas, and he sexually coerced a 17-year-old girl, Jules Woodson. When Woodson told another pastor about what happened, she said the church asked her to be silent.”

Just for the record: say there’s a minor in relation to whom you in a position of special influence or authority (ministry). Say you take her at night to a deserted wooded area to perform oral sex on you. Is that “almost” succumbing?

Titus 6 if anyone is above reproach, the husband of one wife, and his children are believers and not open to the charge of debauchery or insubordination. 7 For an overseer, as God's steward, must be above reproach.
