Did you know that passage from Isaiah was interpreted in the New Testament ? The reference is not
Israel. It is
Jerusalem from above. Israel is masculine and Jerusalem is feminine. Kingdom (מַמְלָכָה) is also feminine, hence the references to the Kingdom of Israel and Kingdom of Judah with feminine language as wife, sister, or harlot (Hosea, Jeremiah)
