It's expensive to sue. Especially if the city refuses to answer the suit or respond to any pleadings.

If the defendant refuses to answer the suit, the plantiff gets wins a default judgment. It is actually the cheapest and most lucrative outcome possible for the plaintiff.

My point. Why does the town simply refuse to pay, and work with the Republican governor to block any enforcement of the judgment?
