Deuteronomy 4:24 says God is a consuming fire. Is He actually a fire or is this a representation of His character?

I put no limits on God. Do you?

I take issue with being tole the use of the verb to be (is, am, etc.) can never be used to state that one thing is like something else, or can be used as a type or example. Is God a fire, and was Jesus a loaf of bread?
