Well, I wouldn’t say it’s been “rejected by Roman authorities.” However, I think this probably is Francis’ response, as usual issued through a mouthpiece: in other words, no response, just an arrogant, sneering dismissal of the question.
I never thought he was going to respond. Granted, the document was just made public a couple of days ago, although it has gone unanswered since it was sent privately in early September.
By releasing it publicly, the Cardinals (who already knew that Francis was going to dismiss them) appealed for the support of the faithful, both laity and lower clergy, and we’ve got to come through. The ball is in our court now.

Yes. This is exactly what needs to happen... but I would even say that the burden falls mostly on the laity, because "lower clergy" aren't going to get to say too much about it without fear of retribution, unless they happen to have a sympathetic bishop.
Well that's been quite obvious since the cardinals have now gone public due to Bergoglio's refusal to respond to their private letter. Finally, we are seeing some public resistance from true Catholics.
