I had understood that sometimes it is preferable to confess one's sins to someone not associated with the parish in order to alleviate stress and enable one to come totally clean about shameful sins. Imagine public confession instead.

The very existence of Francis' Elite Priest Mercy Squad is an insult to the majority of priests whom he has deliberately excluded (thus implying that they are somehow deficient in "mercy" ).
With the Pope being 79, a missionary of mercy might want to be cautious about going against his local bishop. His career would be over if his bishop is still in place after Francis goes on to his heavenly reward.
Here’s sort of an explanation - granted, not from a Francis-friendly source..

The problem is that Francis is putting into place people and structures that are intended to make sure his mission of destruction is carried out. He has even said this himself, that he doesn’t think he has much time and he wants to make sure his changes are irreversible.
He’s evil and unless he dies tomorrow, he will have destroyed the Church. Even if he does die tomorrow, he has made the Church look so provisional, dubious and unimportant that I honestly don’t think it will ever be the same unless some great saint arises and restores it.
