Gates is a phony. He knows that there are thick files of abuse cases in boy scout files and the problem will only get worse if his bizarre proposal is implemented. He no doubt is trying to placate politically correct corporate donors on his board who are insisting on the vile change. The national headquarters and the salaries of the staff are no doubt dependent on those donations. Disgusting decadence.
If this sounds bizarre, just consider that this is a dream scenario for the leadership of any non-profit organization that functions as a legally-run racket: six-figure salaries for the executive leaders in an organization that doesn't actually do anything.
