Sounds like GWU Law School Professor John Banzhaf is a “vexatious litigant” who should be forcibly prevented from pursuing his brand of extortionate ‘lawfare’ against normal, decent people and institutions.

Agreed. Many states have those laws but I don’t know if DC does.
