Second instruction of the Sacred Congregation of the Second Vatican Council's Constitution on the Liturgy. This document is to be added to Inter Oecumenici (September 24, 1964). It further implements the directives of the earlier instruction and, among other important provisions, declares that "the competent territorial authority can decide" in favor of the vernacular in the liturgy, even in: 1. the Canon of the Mass; 2. the whole ritual for ordination; and 3. the recitation of the Divine Office, even the recitation in choir (May 4, 1967).
