We had most of those changes in Spain, except for the not eating meat on Fridays (which Spanish Catholics were exempt from, except on Good Friday) and I don’t think the US Bishops were to blame for that!

Pope Paul VI stressed the importance of Latin
in the Liturgy. He reaffirmed that Vatican II
did not intend to abandon the use of Latin
when permitting use of the vernacular
in the liturgy.
