Yes, it is. I read years ago that the Papal Nuncio in the US submits names to the Vatican for confirmation as Bishops and Archbishops, and that the nuncio was for years a sodomite, a modernist, and probably an atheist.
Can’t remember his name. Maybe somebody else will.
