Yeah, looks I was right. The author of the article doesn’t know the full teaching. Here is what is stated elsewhere:
Hannity asked if pre-marital sex, drunkenness, and other things mentioned by Robertson are sins. Morris and Murray said yes. Hannity asked if homosexuality is a sin. Morris said that while homosexuality isn’t a sin, homosexual acts are sinful. Hannity wanted to know what the difference is. When Morris discussed how “inclination” towards sin isn’t sinful, Hannity asked about if “lusting in your heart” is adultery. Morris claimed that Robertson made that distinction. Murray chimed in with the official Catholic position that homosexuality is “a disordered inclination” which should be resisted.

I saw that Hannity show and my first thought was that the author got what was said wrong.
