WASHINGTON - Americans hoping for an end to the gridlock that's caused a partial government shutdown have an option aside from protesting and rallying in front of the Capitol, according to U.S. Senate Chaplain Barry Black.
They can pray.

I think those kind of prayers are preceeded by confession and repentance of sins.
Not sure how our government’s support of abortion and the gay/lesbian agenda fits into that formula.

...but as you said, confession and repentance can bring mercy..(it did for Nineveh)
He does hear the prayers of the saints...
..and did He not send us a Ted Cruz to give us hope!

Good things happen here, and hereafter as well, becdause of God's Providence. Speaking only of this-worldly blessings, the Jews still exist, thrive, are established as a nation, after how-many-thousands of years of troubled hisory in which they enjoyed political independence for, what was it? a total of less than 100 years over the millennia?
No one this side of the boundary of death knows how many millions or tens of millions of souls are enjoying eternal bliss in the presence of Almighty God, Who is All Love, --- because of prayer.

What if God's purpose is to punish the nation (In the Chaplain's case by "praying" for agreement to set a course full speed ahead on dangerous overspending and tyrannical as well as un-Biblical laws) for refusing as a whole to listen/embrace/abide by His Word?
Nice sentiment but first the good Chaplain should start with asking Senators to repent from sin first (Plenty there and being their Chaplain/Spiritual council would be able to point those hindrances out to the members of that body of government), then seek a beneficial "purpose" from God.
Secondary causes are allowed to set there own paths, whether that is for good or bad; they also have the opportunity to vote in this country for their Representatives (Not many in the past and present have this freedom), all God does now is allows us to reap what we sow as individuals and as a Nation until a desired time frame to wrap up this temporal period on Earth which will get a lot worse than this slowdown (Oh wait, only a minor shutdown with pay for non-essentials, lol).
As a Nation we are spoiled and with that, increasing erosion from faith, corruption and the lack of prosperous stewardship over the land. Heck, what was the response the Chaplain received in the pop-culture circuit? The response should tell you right there what "purpose" we are heading to.

Pray to whom? Seems like most of the Senators/populous only pray to a god of their own making. In this Biblical time frame, the remnant can only do so much.
Like I said, secondary causes and in a Nation's case, the majority of causes set the course.
BTW, we are called to pray always (And the remnant do) pretty redundant. Which takes us back to the whom do we pray to and what is our responsibility as secondary causes towards God? Just like your post, the Chaplain lacks details and is ambiguous to say the least.

Judging by the state of this nation, who runs the Country, and the current as well as future legislation coming down the pike; my hypothesis is backed up by plenty of empirical evidence. I thought the Catechism taught free will, no?
Btw, you should go to a secular meeting place where young people hang out, the future looks dreadful. Heck, they don't even bother praying to a god of their own making) like older generations do.
