How does one receive the Holy Spirit in Catholicism, narses?

Thru mass, thru the eucharist, etc.?

That is what has been said by all the other Catholics I have been pinged to on this forum.

The RCC seems to want to limit this POWER to Peter; instead of ALL disciples.
