No.

I would say that Jesus appointed him “prime minister” (if I needed to use another word than “vicar”)

See Matthew 16:19 where Jesus gave to him the keys to the Kingdom of Heaven. To understand that more fully, you should look at Isaiah 22:21-22 and see the appointment given to Eliakim. Peter’s successors then retained those keys, but Jesus clearly remains the King of Kings.
