It is illogical to say they had the Bible when they didn’t.
You can quibble about what the term "Bible" means all you want, but the Apostles and Jesus used the books from the Old Testament to teach the truth of Jesus Christ. It was called "Scripture" just as Peter called Paul's writing "Scripture". The canon of the Old Testament was closed by the time Jesus came to earth, and they knew what was and wasn't sacred Scripture. They didn't need to wait for some church leadership to explain or identify it to them.
