Not the from the wealthy, from Christians, people, all people, even the poor.
One of the (many) inequities of government redistribution, is that it illegitimately takes over the role of the Church. It is the Church --- meaning the parish, the Christian business owner, you, me, even the widow with her mite --- which is commanded to heal, to educate, to care for the needy.
The exception would be at times of disaster, e.g. when in the OT Joseph rose in government authority in Egypt to the point where he could order the storage of grain in advance of the seven years of famine, and head the distribution.
So say the prophets of Israel, the Gospels of Our Lord Jesus Christ, and the Fathers of the Church.
