Actually, there has been five resignations of Popes. One.. St. Celestine V.. who resigned voluntarily. Thus, it isn’t done usually; however, it has been done before. Think of it as “old school” if you wish since it was in 1294.

They do if they have failing health. I don't fault him for resigning at all. I don't like it, he's an awesome pope, but I also don't want his health jeopardized due to the enormous pressure of his job.
