In the above case, the Mormon church carved out a "new position" on homosexual rights; and there's no way that the Mormon Salt Lake City Council members would have voted the way they did had there NOT been a "new position" taken by the church.

Romney told CBS Aug. 27, 2012 that likewise his position includes most of the same "exceptions" as his church...incest, rape, life of the mother, and "health" of the mother.
Beyond that, I'm not claiming that Lds "prophets" are busily directing all Lds dogcatchers everywhere what to do on the job...And even if they were, most of what that could entail wouldn't be too relevant to us, now would it?...(Might be more relevant to Mitt, who places his dog on top of his station wagons and heads off on vacations cross-country that way)...
Tis simple when we're talking 'bout comparing the White House to a state house or city council: The temptation to control, puppet-wise, is commensurate with the sheer level of potential influence at hand.
So yet another dimensional answer to your challenge is this: How many Lds presidents have there been? (Just as their are no previous Lds presidents, the level of Lds control out of SLC would be unprecedented as well)
There, frankly, is NO comparison between what a POTUS can do as THE leader of the free world -- vs. what some Congressman or state-house leader can do.

Ezra Taft Benson
Ezra Taft Benson (August 4, 1899 May 30, 1994) was the thirteenth president of The Church of Jesus Christ of Latter-day Saints (LDS Church) from 1985 until his death and was United States Secretary of Agriculture for both terms of the presidency of Dwight D. Eisenhower.
In 1953, Benson was appointed U.S. Secretary of Agriculture by President Eisenhower. Benson accepted this position with the permission of Church President David O. McKay and therefore served simultaneously in the United States Cabinet and in the LDS Church's Quorum of the Twelve Apostles.
