Sounds to me like the idea is to have a foolproof way to ID friendly KIA, which (unlike dogtags) can't be easily lost, defaced, etc. The downside is that a soldier facing capture who wants to conceal his identity, for whatever reason, can't.
I agree that the government has no business attempting to require stuff like this of civilians.

They often do dumb things regardless of their high priced expert help.
They assume they are safe and on top of the heap and will remain so.
God has lots of surprises in store for them, however.
I have not read about their countermeasures for the reasonable concern you raise.
