If this chip uses standard RFID technology, any enemy close enough to "track" our soldiers is more than close enough to kill them.

Sounds to me like the idea is to have a foolproof way to ID friendly KIA, which (unlike dogtags) can't be easily lost, defaced, etc. The downside is that a soldier facing capture who wants to conceal his identity, for whatever reason, can't.

I agree that the government has no business attempting to require stuff like this of civilians.
