These GARMENTS (official name) are worn next to the skin. Underwear like bras and panties go over the garments. (at least, that’s how it used to be...) A Bishop is the “pastor” of a ward, a relatively low-level place in the heirarchy, as opposed to Apostle, or Council of 12, for instance. There are NO archbishops in the Mormon church. They do not use honorific titles like “Reverend” or “Right Reverend.”

Romney was a Stake president, and a Bishop, I believe the only above him was the 12 Apostles and the Prophet himself.
As Stake President Romney was in charge of one of the 22 districts, or diocese.
