No more than the Council of Trent did, in declaring the Deuterocanonical books canonical. They were not regarded as inspired scripture before.

I do not study Luther, know a 'few' Lutherans but that is the extent of my knowledge. God did not say only Luther would be held to account. And for all you know Luther is keeping company with Lazarus in the bosom of Abraham, Christians.
