Exodus 00051 3:4 And when the LORD saw that he turned aside to see, God called unto him out of the midst of the bush, and said, Moses, Moses. And he said, Here [am] I.
It says that God spoke out of the burning bush.

Two verses before:
There the angel of the LORD appeared to him in flames of fire from within a bush. Moses saw that though the bush was on fire it did not burn up.
Like I said, two traditions were intertwined by a redactor to form our inspired, canonical text; two traditions with two different points of view on the same event.
