I had a Catholic neighbor and she told me that at times she was the reader.

What function is that?

Reader = Lector. A Lay person can be a Lector.

The Lector can read (from the pulpit - or, if there are two speaker stands, from the lectern [see pulpit in Wikipedia]) from the Old Testament and from the New Testament epistles, but only the clergy can read from the gospels.
